In the summer of 1980, problems of youth drug and alcohol use in Fair Oaks Park initiated the formation of a group of community leaders to study solutions to the problem. Businesses, schools, parks, parents as well as the health and faith community were represented by the 500 attendees at the first meeting. As a result of the meeting, task groups were formed to explore a variety of solutions. One of these task groups focused on the prevention of youth substance abuse and evolved into People Reaching Out.
